I think the opposition from Russia and the People’s Republic of China has something to do with the fact that the IAEA went to inspect the Japorizhia nuclear power plant in Ukraine and made comments in favor of the Ukraine side.

Just recently china and south Corea also release contaminated water from their nuclear plants, without any issue of any organization talking about it (in case of China was a bigger amount that the one from fukushima plant).
