I have business clients overseas, that would like to visit Japan for a meet and greet with their end-customers, and since tourism is yet to be opened fully (expecting Autumn) I would like to help them to get their entry sorted out.
Are sole prioprietors (個人事業) able to sponsor such business visas?

Yea I believe you can.
This document mentions for “short-term business affairs” as long as they are not citizens of China, Russia ,CIS Countries, Georgia or the Philippines
