According to instructions, I have 20 days from last day of employment to sign up to stay on current insurance. I will have to do it myself (no help from my HR), fill out some forms and visit one of the insurance offices. They also say I have to turn in old card. This part confuses me: if I’m continuing insurance wondering why I still have to hand over card. Also, am I still covered in those 20 days from handing over old card through the sign up process?

Yeah. The card is linked to your employer. It has the employer name on it. They’ll give you a new card
Yes you are. Don’t worry about it. Take a photocopy just in case you need to go to the doctors during.
Oh I didn’t know it was possible. Is there a limit of period of insurance ?
