i’ve been looking around online from shops like dospara and sofmap, but prices all differentiate, a used gamerock 3080 goes for around 66k yen in dospara and 84k yen in sofmap, which doesn’t make any sense since the price gap is almost 200 bucks. Is it because sofmap has a better reputation so they can upcharge more or ?

Usually for used items the price is based on condition / time of purchase etc. which could explain the gap you’re seeing.

Actual parts, not whole used hardware? There are still a few around Akihabara that somehow survived from the 80s.
Perhaps this is a rather special case.
DOSPALA is an authorized Palit distributor. They import Palit products without going through wholesalers and sell them cheaper than other chains.
I believe this item was returned from a product they sold that way. Or maybe it was used for an in-store demo.
I am building a rig now and I am going to get gpu from Us Amazon. Even with weak yen, shipping, and consumption tax I get a gpu by 20,000-30,000 yen cheaper, depending on a model. However, warranty and returns might be an issue.
You could also check tsukuno and pc koubou online, they have a used pc parts section as well.
Dospara are pretty reliable. I also use Yahoo Auction and PayPay flea market.
Go to akiba and have a look around. Many places have second hand and you can inspect them to see the price diff.
