1. This is quite possible. I haven’t seen it with a large street manhole yet, but in my short Japanese driveway there is a small maintenance hole with a manhole-like cover and after a strong rain the water can indeed lift off the cover to expose the whole below.

3. On my way to work this morning, I noticed two manhole covers with a large amount of water gushing out of them. I’ve never seen something like that before

4. How are we not talking about the fact that there is a manhole association

5. People will be ok. Just assume all of the outside world is the real life version of Takeshi’s Castle.
