Hi, last Friday I left my bicycle just a bit shy off 駐輪場 and when I returned back I couldn’t find it. I searched it and it seems they took it to a center where they take illegally parked/abandoned bicycles. I retrieved it from there but something was off since it was making noise when doing a gear change. Later when I was close to home there was an unpaved road and I changed to lower speed and chain of the bike came off and stuck between cassette and the wheel. I was going fast and because of the locking, rear wheel got punctured with the friction. I took the bike to closest shop and it will probably take about 10000 yen to fix. I know it was my mistake to park it illegally but still, I bought the bike 3 months ago and because of bad handling of officials now I have to pay hard earned 10000 yen also have to walk everywhere and take the bus when going to my office as well.
In short what to do in this kind of situation? Is there a way to complain about this stuff to officials ?

Sounds like you learned a valuable lesson about where to park your bike.
A lot of the time it’s cheaper to just fix the bike yourself, that way you’re not paying for someone else’s labor. Plus bikes are pretty easy to swap out any part imo.
Unless you have concrete proof that the people who moved your bike damaged it, you’re unlikely to succeed in trying to get the city hall to pay for it.
Next time pay for parking
I mean, are you willing to spend much more than 10,000 yen and countless hours to get your 10,000 yen back with no guarantee that you ever will get it back?
An (sort of?) expensive lesson.
Even if you could (you wouldn’t in this case) win, it’s absolutely not worth the effort. Just be more careful next time.
You can’t fight this. How are you going to prove that the error of the bike was not there before they picked it up?
Count your losses and move on.
Sue for what? Your own negligence for parking a bike illegally?
