Experience verifying and using 2 factor identification for US AMEX and/or US Citi credit cards while living in Japan using Google Voice?

I have a US based Chase credit card which I can verify and use 2FA no problem in Japan using Google voice as a US phone number on my Japanese iPhone (I use my parent’s US address)

After applying successfully for a Capital One credit card, I realized it was impossible to use in Japan because capital one doesn’t accept any Internet-based phone number, and I don’t have a US cell phone number (they don’t even accept US landlines!). So I ended up canceling the card completely.

So I’m thinking to apply for either a US AMEX or US Citi credit card, but before I do, I want to see if anybody can confirm whether or not they can receive two factor authentication using Google voice in Japan on their Japanese phones for them. I have a US Citibank bank account, and have no problem with using Google voice, so I’m hopeful that the Citi credit card will work. No idea about AMEX.
