Rehoming a small parrot

I’m in the Tokyo/Saitama area.

I am moving out of Japan back to the States at the end of August. I have all the American side import permits and necessary documents. I need to rehome my green cheek conure. She is a lovely little (sex unknown) girl that is polite and very active. I do not want to give her up at all.

I have all the American side import permits and necessary documents. Unfortunately, to get the export CITES permit I need a signature from the breeder which is locked behind the company that got the bird from the breeder who sold it to the pet shop. And they are very likely to say no, but at this rate it is a bit too late to find out as they will be available to respond in about a week.

Anyway, I either need someone to take my bird or a service/organization that deals with rehoming. Given my research so far I know about NPO Tsubasa (2 year limit of stay not viable) and Kotori99 (has a no contact no update policy). I really want to be able to contact my bird when I am in the States.

I would like to know my options, if anyone has any solutions I welcome anything.

This process has been a nightmare by the way.

My big piece of advice if you plan to get a bird you make sure you have access to the breeder’s contact info forever. You are required to get a signature or stamp from the breeder direct. Most pet shops don’t deal with this, and have an intermediary company almost always.
