So basically I arrived in Japan for JET in July 2021. I left JET but stayed in Japan in early 2023 and moved to Tokyo.
So how does residence tax payments work for 2021 in my case? Was I ever charged with residence tax for 2021 since I arrived in July 2021?
What about car tax? I started using a car also in 2021 during JET.
I received two car tax payments by mail that I needed to make (one this year that arrived to my Tokyo home by mail and one in 2022 while I was on JET) but I don’t know if it is for 2022 and the few months of 2023, or if it’s for the half a year of 2021 and 2022.
Will I be receiving another car tax bill in 2024 for the few months I used a car in 2023. ( I haven’t purchased or used a car since leaving JET since I don’t need one anymore)
Income tax is straightforward for 2021, 2022, and 2023 so no issues there .
And residence tax for 2023, and 2022 I received and payed/am paying.
But I don’t know how residence tax works for 2021. Or how the two car tax bills work since I used a car for 2021,2022, and 2023.
My previous JET people are lost in explaining this to me so I could use your help.
Can someone help me better understand I am very lost.
(And am 100% sure I paid everything so I am not missing anything but am maybe misunderstanding some things)

Your residence taxes are definitely in order. Residence taxes, afaik, are calculated using income from the year prior (ie. 2022 residence tax is calculated using 2021 income). Also, residence taxes are applied if you resided in Japan on January 1st that year. Since you arrived in Japan midyear, and obviously have no income from the year prior, there are no residence taxes for 2021.
I am not aware of how car tax works. Sorry! But hope the bit on residence taxes is clear enough.
You pay 2021 residence tax in 2022. So when you first arrive, you won’t pay any. BUT, when you leave you will have to pay that one year of residence tax you missed when you first came (not literally that first year, but the equivalent).
