I live at the border of Ota, Meguro and Denenchofu (Precisely Yukigaya-ōtsuka Station) and would love to keep my piano practice on a daily basis. I will be staying here for 2,5 months. I have a Noah studio close by but it is in my opinion very expensive – 1550 yen for 1 hour on an upright for morning-afternoon sounds a bit pricy imo or am I just delusional to think that way? I would be fine paying 500-800yen for an hour…. Someone got any ideas? Maybe a local place or a community center?

I live in Setagaya (in which Denenchofu, or at least parts of it is situated, I think). There are some places in Setagaya that have publicly owned pianos and music rooms. I’ve used a couple of them: the pianos are not in tune, but they’re there and they’re free for residents. You will probably have to reserve the room if you want to be sure of having a place to practice when you wish to.
However, ¥1550 does not seem too steep for a commercial enterprise.
Ota bunka center something, google them. They may have public piano. I used to live nearby in Ishikawadai, there was one
