Why does Akita have so much parking?

One time while browsing across Google earth in Japan I ended up hovering over Akita city in northern Honshu with the nice sounding name drawing me, only for the completely unexpected abundance of surface parking to keep me interested.

I would be interested in hearing about why Akita has so much car centric design in the form of the abundant parking compared to the more traditional Japanese city that has limited surface parking? Additionally, are there other such cities with more car centric design through abundant parking or something similar that you know of (I am aware of Okinawa thanks to just today seeing a video explaining how it has Japan’s worst traffic)?
