I’m thinking of getting one, but would like to know the rules first. I’m starting my research here.
Also, I understand Escooters are making their debut. Any comments on requirements for these would be also be appreciated.

A regular car license is ok.
Yes, they require registration, but don’t need the “shaken” vehicle inspections every two years.
Yes. You need either a Driver’s License or a 50cc permit. If you have a DL from your home country *and* depending on what country that is, it could be a simple process to convert it to a Japanese DL. I’m pretty sure the 50cc permit is only a short written test you can take at full sized police station, but I could be wrong about that.
ETA: 50cc scooters also need registration and insurance, but it’s not expensive.

do you mean moped 50cc that is similar to a motorcycle? yes this one needs license – and also comes with car driving license
or is it an electric scooter (kickboard with electric power)? – this one doesnt need license from july this year I think.
