I’m writing on behalf of my girlfriend.
She’s a Vietnamese national currently studying in an EU country. The university has a partnership with a university in Japan for a student exchange. An exchange semester abroad is a mandatory part of the Bachelor’s degree for us, so she has to do it no matter what. She applied to receive COE through her university in Tokyo in February, and so far did not receive anything. She contacted the university multiple times, but they are saying that unfortunately, they can not guarantee anything at this point and she might not receive a COE on time. They also suggested booking the interview at the embassy prior to getting the COE to not waste time, but the embassy replied that it is not possible.
She booked the tickets some time ago, and as you probably know, they are quite expensive. In addition, it is not great potentially skip the introduction week and just generally be late to the university semester.

I want to know what are the realistic chances of her receiving the COE and completing the visa in the remaining month, i.e., August. How long does it take to get a visa after receiving the COE? Is there any way to expedite the process? What would you suggest? I can give more details, if necessary, I just don’t know what to post here even.
