Need help requesting koseki from overseas

Hello, my late grandparents immigrated from Kumamoto city to the US during the early 1900s and I was wondering if I could request to get my grandparents’ koseki mailed back to the US for family history purposes.

I looked up the request form for Kumamoto and found that they need the honseki, and that Kumamoto has 13 different government offices within its five wards. Unfortunately, I don’t know the honseki or the specific ward that my grandparents lived in. I only know that they lived in Kumamoto city. However, I found the address of my grandfather’s mother in a passenger list when my grandparents first immigrated to the US. I also know my grandparents’ full names, birth years, and I have proof of direct lineage, so I don’t think the other requirements should be a problem.

Do you think I could still potentially get back results without the specific honseki, and only knowing that my grandparents were from Kumamoto city? Should I just mail the request form to the main office in Kumamoto, and wait for a reply?
