I recommend The Hub. Met both my 2nd and 3rd wives there.
Seriously OP just go try different places till you find something you like, there’s not really a bar that’s “best for Europeans”. It’s a pretty broad term as it is

North European or South European?
The only ‘European style winebar’ I ever found in Shinjuku served their red wine ice cold and the cheese was tiny in portion and high in price. Would choose a Japanese bar over this 10/10 times and use the money you don’t spend on overpriced ice cold red wine (still not over this) to save for a trip to Europe.
