I bought a motherboard and wanted to upgrade since i realised it was a bit small, i bought it at their main store in akihabara but I’m already in osaka so i wanted to know if they accepted returns or upgrades in a different location.
I bought it 2 days ago, still have the receipt and it is still new sealed.

That doesn’t *explicitly* say that you have to return it to the same place you bought it but 99% for sure that is what it also means. There’s a bunch of other limitations as well — if you’ve broken any seals then for sure you won’t be able to return it.
(They don’t actually accept returns at all, but will allow upgrades or exchanges in a situation like yours, as long as the item has not been opened.)
A lot of people on here are fans of dospara. I’m not one of them, because of this sort of policy.
