Broken Traffic Lights

Here is the question I pose. What do you do when you come across an intersection where the light has gone down? In my instance, it is because of typhoon 6 knocking out power. I have been taught, and swore by treating the intersection like a 4-way stop. But people here have no regard for other drivers and just go. Someone said it’s the direction with the most flow has to yield, others stop, which is ludicrous, ie an intersection of 2 major roads. What is the correct answer, with proof, for my sanity?

  1. As per Article 43 of the Road Traffic Law, all vehicles in all directions must come to a complete stop (same as if there was a stop sign) at any intersection where traffic is not controlled.

    So it is to be treated as a 4 way stop.
