Busking in Setagaya or just playing on the street for fun?

Does anybody know where I can get solid information on the rules of it and where to apply for a permit?
I’ve gathered from my limited research that you do need a permit but I can’t find the place where I can apply. I can speak Japanese but I’m not good at the reading writing so I’m having a hard time finding solid info from the ward. I did find some posts on Reddit but no solid info and also those posts were quite old. I appreciate any help.

  1. I’ve never seen a busker in setagaya, ever. In Tokyo generally the only place you see “buskers” are those weird kids that sing badly outside stations.

  2. I am not sure if you’d consider it busking, but people frequently play music and do other performing in Kinuta Park.

  3. I saw people hanging out at Komazawa Park playing instruments. There were four people.
