But also nice to just look at if you like old architecture. * The state guest house Akasaka Palace can be visited. Some explanations regarding its history and architecture/interior design. Admisssion fees depend on your student status, but should be within the budget you stated. Also has a park outside.

Not sure why you’re limiting to the two most expensive districts of Tokyo (of which both are not Chou-ku), but little money + AC means an Ueno museum visit to me. I’d go for the one on Nature, but there are options there.
You can window shop for a couple of hours and then go get a baito, or I guess you could enjoy some chilled drinks from a vending machine.
