What would be the salary I should ask for an electrical engineer with 16 years experience, in a lead engineer position?
I have looked at many websites, but figures are all over the place and it is not clear if it’s before taxes or not (that a big difference, of course).

16 years of experience + lead engineer position. I would guess between 15.000.000 and 25.000.000 a year, depending on size of your company and how many heads you are leading.
Maybe 8 million starting. Japan has really bad wages for important jobs.
