  1. Can you just go kayaking around the canals / rivers in Tokyo? I’ve seen people do it in Yokohama but not at all in Tokyo. I am watching something on TV right now where two guys are kayaking around Tokyo and I am wondering if you can just go for it, or if they got special permission or something.
