So, last month after reaching Japan I went to city hall to register my address on my 在留カード and then went to ward office for 住民票. During that 2 times, I made a mistake and forgot to put small ‘ウ’ in my katakana name. But 住民票 doesn’t include katakana name so I didn’t notice that. Last week I received the mail for the application of my number card and in that application form the katakana name is wrong. How can I change that back? Should i go to the city hall first or the ward office first?

What do you mean by “city hall” and “ward office”? As far as I know those both mean the same place.
Something to note when you do ask about it: some systems can’t handle small katakana characters, so it has to be full-sized for them to be able to enter it.
My city hall can do the small characters, but the national pension system and some banks apparently can’t.
You can change your katakana on the 住民票 by going to the Citizens Division/Shiminka 市民課 of your city hall/ward office and asking to make the change
It isn’t too hard or painful of a process, but important that your katakana stays consistent across all things (city hall / banking / whatever)
