   >According to the prefectural police, the license center had collected an unnecessary fee of 2,050 yen (about $17) each from 86 people since January 2016, totaling 176,300 yen (approx. $1,460). This mistake was made apparently because there was a vague expression in the internal rules:

   * When an individual who holds multiple licenses for different types of vehicles renounces some of the qualifications and has a new license card issued on occasions other than having the licenses renewed or reissued, they should not be charged a fee.

   >But the Akita license center mistakenly collected the fee in such cases.
