Trying to get a Japanese translation of my driving license

I am really looking forward for visiting Japan end of September.
We planned to have a car for 2-3 days, as we want to go to Ghibli Park from Kyoto and do a stop in the mountains in direction of Tokyo afterwards.

I am a German citizen, but for some arbitrary reasons, the German “international driving license” is not accepted in Japan and therefore I need a Japanese translation.

I though JAF would be of help here but booooy was I wrong. For unknown reasons, you cannot apply for the translation from abroad on their website. As we travel only 2 weeks, I cannot just wait two weeks in Japan to get the translation, as they advertise their process as maximum this long. BUT as I cannot access this site from abroad, it’s maximum useless now.

* I even tried a VPN service from surfshark, but my IP still gets blocked, though my IP is clearly from Tokyo when connected.
* I tried proxies, with the same result.
* TOR browser does not even allow me to access the page, due to security issues

The services here in Germany want your real driving license sent by postal services, which is totally messed up as for security. In addition it costs almost three times as much as using the JAF service.

How the heck am I getting a driving license translation in Japan? Anyone having more success with JAF navi from abroad with VPNs? If so: Which provider did you use?
