so i am buying a new car and it turns out my new car is 1 cm over the width limit of my current parking therefore i have to find new parking. i live kind of in a suburb therefore there are not many choices with parking. but today i found out from my friend who lives about 1 km away from me that he has a free parking spot in front of his house (individual mansion kind of housing ) that i can use which i am very thankful for. so my question is, can i just get the hokanbashou shoumeishou document signed by him and hand it to the police for my shakoshoumeishou? thank you in advance

Yes. Though it might be worth submitting yours with a few cm padded on every side and seeing if the cops care. 1cm is a margin of error and they never came to measure mine.
