  2. Very generally speaking, the university tiers are

Tier 1: The National seven + Keio, Waseda and Tokyo Tech

    Tier2: Prefectural Universities

    Tier3: Everywhere else

Kobe University is a Prefectural University which is reasonably good. It is probably within the top 30 in Japan.

  3. The economics program of Kobe university is pretty prestigious. Kobe university might not be in the top 10 universities of Japan, but it is a well known university with a very good reputation, especially the economics program. I know multiple people who did the program (within a dubble degree) and they where positive about it.

Edit: it was the 10th best university of Japan in 2010 and currently is the 14th best according to Reuters. Note that there are 800+ universities in Japan. So accademically, Kobe university is a good choice.

  4. * Times Higher Education says #18 in Japan
    * Shanghai Ranking says #12 in Japan
    * QS Ranking says #14 in Japan

It is however not really an internationally renown research university though like Todai/Kyodai (or Osaka/Tokyo Tech which are really in the 2nd tier of research universities)
