My upper neighbor makes loud stomping noises on the floor as if they are jumping. I have contacted the management office dozens of times and they simply issue a warning to the neighbor with no effective action, so I’m thinking of calling the police next time.

Why don’t you go talk to your neighbor? That seems like a reasonable request before calling the police because someone is too *Loud*
People calling the police over extremely noisy neighbors is a relatively common thing that happens in Japan.
Whether it will actually help fix your problem is case-by-case.
