Re-entry permit when leaving Japan

I am going to leave Japan and wondering whether I should still get re-entry permit even though I am not planning to go here as a resident in the near future.

What are the consequences of saying that you won’t return?
Do they take your residence card? I am going to apply for pension reimbursement, and one of the services that deals with this stuff listed zairyu card as a required document.

And the opposite question. What are the consequences of getting the re-entry permit and not returning? Is it a normal thing to do?
I don’t think it breaks any laws, but would like to confirm just incase.

They take your residence card and punch a hole through it to invalidate it, but nothing will happen if you select planning on returning but don’t, your visa just expires if you don’t renew it during the timeframe, but there is a list of things you need to do before you leave Japan for good or else trying to get another visa will be difficult

  2. You won’t be able to apply for the pension withdrawal if you still have a residency status.
