for 4 years and live in the United States. I am a American citizen and she is a Japanese National living with me as a Permanent Resident in Arizona.
I am confused and have looked into the wiki and online for answers.
My wife is insisting that I need a COE but from my understanding I don’t. Gudiance is greatly appreciated.

You need a COE to apply for the Spouse visa.
The non-COE route is usually for change of status of residence but as you’re not currently residing in Japan, you don’t have a status of residence to switch from.
