Because Japanese tourist businesses are misers paying only the bare minimum wage with zero chance for advancement, training or any other benefits.
If the pay and conditions were any good, the industry would be full of Japanese workers.
Japan is flooded with jobs in a variety of industries. Staff members lost their jobs in the tourism industry and soon found new employment in other industries.
