MK isn’t really sold in Japan (too violent for the rating system here) so whatever you do, it’ll have to be a non-Japanese region.

Number 1 rule of gaming in Japan is to never use japanese accounts and accept the fact that you’re gonna pay +10,000¥ per game if you don’t want to deal with the ridiculous censorship.
Use your japanese credit card (hopefully it’s international) to buy some gift cards for the American steam and then redeem those in your American account.
That’s why I make sure I have a foreign account for Steam games and Playstation too. No other way to get Mortal Kombat, sadly. I had to use my foreign account to buy Mortal Kombat 11 last year, so that’s how I know.

Buy a key from CDKeys – but your Steam account can’t be Japanese, you’ll need to change the region settings in order to activate the key.
Just use the MAME emulator and get the MK1 ROM. Arcade ROMs are all over the internet but the legality is a gray area.
