I’m already retired with a pension of $4K USD / Month, but I heard that COE financial requirements may be difficult and will fall upon the sponsor (my wife)’s financial ability. Does anyone have any insight on this? Or can they see I have enough to support myself and not look at my sponsor?
I’m at a low net worth $200K and will receive the $4K pension until I die. I don’t expect to run into any financial difficulty because our living expenses are low.
Do pensions from a foreign country count? Reasonably speaking, my pension is way more than enough to live my frugal lifestyle. I remember as a student I provided copies of my banking/investing account.
I worry because my wife makes extremely low salary as a journalist (1,000 Yen / Hr) and if they base the COE requirements off her salary, I think we might be screwed.

According the the Japan embassy website in the US, if the spouse is not residing in Japan then you will need another guarantor who will need to provide evidence of their employment income. This would normally be a family member. Does your wife have any family members working in Japan who would be willing to be your guarantor?
Edit: I didn’t see that she is currently residing in Japan. But I think you can still use a different guarantor if your wife does not have sufficient income.
Edit 2: I also missed that she is naturalizing, so probably she doesn’t have any Japanese relatives.

For the Spouse of JPN National status, the economic factor is assessed on a household scale, so I think it’s safe to think of it as either or or both.
If your fiancee has any savings I think that it would be worth submitting bank records of both of your individual savings, maybe showing a few months to show income from work and pension as well as overall balance.
My impression has generally been that the economic factors are less likely to completely lead to denial for the Spouse of JPN Natl. status compared to work visas, but I have definitely seen cases of retired/partially retired married couples struggle to get a multiyear visa granted.
