As long as you can find a different Hoikuen I don’t see what’s the issue. Also by the way Kawasaki and Yokohama are cities in Kanagawa, not wards of Tokyo. That would mean that social security is a little different compared to Tokyo.
There’s some agreement between municipalities for kindergartens and nurseries when parents move with young children. Someone tells me they basically owe you a spot in hoiku… but read the fine print, perhaps your new nursery would be 30 minute away.
