Two days ago I used my Apple watch to make a Pasmo payment at a parking garage in Tokyo. The payment went through, but then I tried to top up my Pasmo account through Apple Pay and it said Payment Not Completed. I saw someone else in this sub had an issue with their Pasmo+Apple Pay a few months ago, so I waited and restarted my watch and my phone. I removed and re-added my Navy Federal debit/Visa card to my phone’s wallet. I removed and re-added my Pasmo card. All get the same message: Payment Not Completed.
My phone is updated, I used to be able to add money to my account easily; this time I even tried using Apple Cash. I don’t know if this is a Visa/debit card issue or a Pasmo issue. Is there anything else I can try?

It maybe something related to your card issuing company blocking/disallowing use from abroad.
Does pasmo app allow registering a generic credit card for billing, instead of going through apple pay? You could try this.
One of the suggestions I read in another thread was to get a LINE prepaid visa and add that to applepay, then charge that from your foreign card. I’m doing similar with “d-card prepaid”, by charging it from another CC, and d-card is registered in applepay as a card which does work for loading suica/pasmo.
It’s a PASMO issue, I think. See the thread linked in the other comment, but for some reason PASMO (and only PASMO, not suica) isn’t accepting US-issued cards (maybe all non Japan cards? Don’t know.) for Apple Pay all of a sudden. I’m having the issue with three cards issued from separate companies, only with PASMO. I ended up just creating a Suica and charging that, which is less than optimal, but worked in a pinch. The line pay prepaid debit card will also work, but you’ll have to dump money onto that at an atm or convenience store, you can’t charge it directly through Apple Pay, as far as I can see.
I have been having this issue with PASMO over the last couple days as well…but loading up suica worked. That is until just now. Suddenly suica is no longer topping off.
