You might check the international section of the streaming services. Netflix has a few German TV shows, although they may not be suitable for children.
For free? Probably not.
For cheap-ish? buy one of those questionable IPTV boxes from europe that can receive (or stream VOD) stuff from euro-pointed satellite TV for a moderate yearly fee. the ones I’ve seen were mostly focused on sports/movies and stuff but I’m sure if you look around the forums there’s probably stuff with kids programming too. Quite possible that sorta programming might be free, too, just costing you the box itself.

Not even Germans get to watch their TV for free.. If it is a subscription service just remember that it would be a cheap fee for teaching your child a language.
If the streaming sites are geolocked I guess a VPN should work. Have you tried to stream from a PC with the VPN?
While not tv you could check Spotify for german Hörspiele. I can still listen to ??? etc. Your Spotify account just needs the region of Germany so create it with a VPN I guess. I can still listen to german Spotify since I moved here.
edit: and if you use the browser version + adblocker it’s even ad-free though I use my old surface for that
