Do you devoice when using っ?

I know the general rules of devoicing, but I’m unsure if you devoice the previous consonant (provided it follows the devoicing rules) when its next to a small tsu っ. For example, with 知っている, would you devoice the し part since its next to a small っ?

  1. It’s a glottal stop, meaning it essentially denotes a small pause between whatever the っ is between.
