I’m going to build experience in a specialized job and learn the language before I go, but I haven’t seen any information on what happens visa wise if I change employers whether due to quitting, business shutdown etc. Do I have to notify the government? Will it affect the visa?

The regular work visa is independent of the employer.
If you’re on it then you notify immigration within 2 weeks and then have 3 months officially to find a new job. It’s basically possible to go longer but you’ll need evidence of actively looking for a job. And the job technically needs to be able to continue to sponsor your visa and be within the same type of visa e.g. Humanities/engineer Vs instructor (but might be possible to change if you meet the requirements). So part time jobs won’t normally work.

You enter Japan with visa(+COE).
Once you enter Japan, that visa+COE is void/used. You are given a resident card@zairyu card
(which show your status of resident and period of stays).
When there is any changes related to your status of resident, you need to infrom immigration bureau with 14 days.
IF there will be major changes to your status of resident,such as activities that is not related/permitted to your current status, you need to apply for CHANGE of Status
BEFORE you can start that activities.
