Any idea what is the good timing (time of the day) to get the starter kit in chocoZap?

I always go to chocozap in badtiming for getting the starter kit. Anyone here knows when is the perfect time of the day to get the kit? Or does the maintenance staffs replenish new kits during their maintenance hours?
