As things currently stand: the advanced purchase of ticket is mandatory for Tokyo Racecourse.
Note that as things currently stand, Fuchu has limited capacity and has a three tier access to the track:
* Japanese Racing Association members only lottery (3 weeks in advance of a meet); * JRA/general public lottery (2 weeks in advance of a meet) if there are any tickets left; * remaining tickets (or returns) on a first come first served basis in the week before meet.
Also, it’s worth noting that you can currently buy only two tickets per account per meet.
It’s worth noting that Japan Cup has usually additional specific rules that are released typically in late September.
