Dealing with 管理組合 over Hikari fiber

First of all sorry for my lengthy post but this issue has been adding so much stress to my life in the recent weeks. It is probably a long shot as this seems very specific but yet I feel there might be someone here with a similar experience so I will try to explain the situation as good as possible without doxing myself.

As to the background a few months back have been looking into housing with my partner.
Due to our set conditions we were narrowed down quite a bit and had only 2 viable choices within budget quite far outside. Our two main conditions which were indisputable were small garden/or close access to a park/greenery for the dog (and obviously a dog friendly place) and having Hikari fiber as I do need it for work. Realtor confirmed all of these. Unfortunately the detached house was snatched in an instant so we went for the apartment (which didn’t seem too bad at that time).
Fast forward after signing the contract starting renovation I checked with my provider and surprise, there is no Hikari fiber but good old vdsl (100mb) installed for the building.
After now weeks in going back and forth with the Management company, 管理組合 (house owner association?), provider and directly NTT East I am completely stressed out.
To sum it up, for some reason the building cannot be connected to Hikari fiber due to how it is build with the conduits etc and there is no way to reform it in another way. Mind you the building is not even that old that no one knew about glas fiber that time (less than 15y old).
Another point that will be important later on is that the unit is on the first floor with the garden facing 2 other buildings and at the entrance side facing a 2-3m ground and a small street where electricity poles are.
So eventually the only solution to this issue is the family/detached house type where the fiber gets directly pulled to your unit from a electricity pole.
That is where the problem should have been solved but not so fast as the house owner society also has a word. I confirmed that any holes are NG for the shared part but obviously ok within our unit.
I could confirm with NTT (there are also some online articles) that possibly no holes will be required if they just hang the cable from the pole to the unit (first floor). This approach would be non invasive and not hurting or affecting anyone else in the building. I have been to the assembly to appeal my case and I feel honestly dumbfounded.
There might be permission given if the cable can be pulled from garden side along the ground not really visible to the eye(?) although they need an exact plan layed out on how this would work.
It is not acceptable to have it midair from a pole to the place as someone who might look at it might be wondering what this cable is or find it less nice of a view.
At this point I want to get back at above described layout. As much as I want to please everyone and just get it through the garden the chances are unlikely that this is even possible as there are no direct poles in front of it. There are two buildings which are just in front with a very small gap in between which means the cables would literally have to be pulled between those two crossing their ground which is unlikely to get a permission from both places and despite being our garden we also still need the permission (this boggles my mind the most).
The most realistic solution would be pulling the cables from the front across the small path and the small patch in front of the building directly to our unit but this is not accepted as described above it might disturb the view of someone in the building. This would be to some degree a concern I could understand, if actually this was where the units view would be facing but this is the side where all hallways, entrance doors are facing so in reality it would not disturb anyone.
I have been back and forth between NTT and the HOA.
I managed to get a hold of an investigation which will be in a week to sketch up all possibilities which will cost me quite a good bit to do but realistically speaking they will most likely come to the same conclusion.
I have been looking also into those Home WIFI services a bit as a last resort but honestly not sure if they could be a viable solution.
The reception in the place is quite bad and I need a stable connection for heavy data loads.

So my basically my question would be:

1.) What are my options?
2.) Could the HOA really block any non invasive work on a legal basis?
3.)What would be the penalty to just get the line installed (hanging to our unit without any holes drilled)?I researched but only found cases for rental not ownership.

Please be kind, we made a few mistakes along the way and are new to home-ownership.
Might seem minor to someone but due to my health, current work situation and my dog undergoing surgery while I had to go back and forth between old place and the new one to handle this situation has been really adding to stress levels.
