Near my school there’s a dog who I always see outside, recently he’s really not looking so good. Looks like mistreatment or neglect and I feel really concerned and upset about this dog. Is there anything I can do? Or anyone I can call?
His fur is all messy, and he just stands outside almost like hunched over. He seems to be in pain and sometimes I can hear him crying. A part of me feels like l I just want to rescue the poor thing myself and take him home with me.

I called my city’s animal welfare division on a family leaving their dog in a similar situation. Dog would be tied up outside the house in all sorts of weather in all seasons and looked very malnourished. A few weeks later, I noticed he was there much less frequently, so someone must have given them a call. Maybe look into your city’s options? I don’t remember being required to give my name, so it was an anonymous tip that couldn’t be traced back to me.
I saw a sign “月末まこちらの商品は50%OFF!!” (This merchandise is on sale 50%off until the end of the month) on a puppy’s cage at a pet shop in a department store.
It sucks, but in all honesty, there isn’t much you can do besides perhaps leaving them a note and having the owner assume that you are just some crazy person.
Calling the city office or animal welfare centers doesn’t usually help if the problem is just that its fur is messy and it is standing outside looking sad.
There are some Japanese private animal rescue people on YouTube who try to rescue animals in situations like this. But I can’t remember the links. Sorry.
You can report the situation to the police or the city office. They may send someone to talk to the owner.
You could also Google some animal rescue groups in the area. They may send someone to talk to the owner. They have a lot of experience talking to people in these circumstances.
Is the home itself rundown? Could be an elderly person no longer able to care for the dog.
Always keep caring. But if the owner refuses help and the city determines the dog has the bare legal minimum (shelter, food/water, not *happiness*) then nothing will likely happen.
