In Bunpro’s grammar descriptions, sometimes を is described as “the adverbial particle.”
Example sentence from one such grammar point, [を余儀なくさせる](https://bunpro.jp/grammar_points/%E3%82%92%E4%BD%99%E5%84%80%E3%81%AA%E3%81%8F%E3%81%95%E3%81%9B%E3%82%8B)
> 70年代のエネルギー危機は政府にガソリン以外の代替エネルギーを探すことを余儀なくさせた。

> The energy crisis of the 1970s forced the government to look for alternative energy sources, other than gasoline.
Is を not marking a direct object in this grammar pattern?
Also which grammatical usage of に is in this sentence? After 政府.
Would the below be a valid grammatical sentence? It’s the example sentence but with some stuff removed.
70年代のエネルギー危機は政府を余儀なくさせた。
