Shaken questions about steering wheel

I replaced mine, no airbag. Is that okay?

I also accidentally broke the horn. Let’s say I put the horn on a different button on the dash or somewhere, will that pass? Or does it need to be on the steering wheel?

Basically the previous owner stripped the bolts and I had to be very aggressive to get the old wheel off and did some collateral damage.
