In the past I just shipped to the US with PR as the state. That was before all the postal service changes forced through by the Trump admin and of course pre-pandemic so it may have changed.
PR has the same problem as US with service availability: https://www.post.japanpost.jp/int/information/overview_en.html
and more specifically, https://www.post.japanpost.jp/int/information/overview_usa_en.html
So unlike USA, you can basically only do surface mail to PR. No airmail/small packet/parcel/etc.
The only way to get something there currently in a reasonable amount of time would be via a standard courier like Fedex/DHL/UPS.
