I am looking for any facilities in Tokyo (Public or University Library) where I can access Computer Science related literature (Journals/Proceedings/Magazines/Books etc.) for free (preferrably) or for a reasonable fee.
I already have access to ACM but I want to check if I can get access to more such publications without spending a lot.

Most of computer science publications these days are on arxiv. And for those that don’t, you can find them on sci-hub. It’s not legal but still…
