If you can’t read that or couldn’t navigate through the Japanese website to the information, unfortunately, you probably don’t have enough Japanese to go through the application processes, let alone to read the question sheets during the exam, not to mention to actually take university classes in Japanese.
AFAIK, your citizenship has no effect during university application processes in Japan, except that Japanese citizens are ineligible for some entry schema geared towards international students, and the fundamental principle is that anyone who has done 12 years of schooling anywhere in the galaxy on any passport should be allowed to write the 共通テスト to apply to a Japanese university under 一般入試.
