I am an international student at the University of Fukui and want to rent an apartment for 2 years. The problem is that all real estate agencies require a Japanese bank account in MY name to proceed forward and to open a bank account, I need a place of permanent residence.
Would appreciate any advice.

Maybe the school has an office that helps students with housing–I’d go thru them. They may know places that have dealt with students in a position like yourself, or may even act on your behalf, as guarantor.
