Hello, I wanted to ask about e-bike rules (Osaka) , does my e-bike count as moped?
It’s has throttle and have 3 mode of speed.
1. Do I need license?
2. Do I need to register the bike ( bought online Rakuten)
3. Can I service my eclectic bicycle same shop as normal bike?
4. Anyone had the experience got caught by cops?
I saw a lot of e-bike using sidewalk and don’t have the plate that’s why I’m still confused about the rule. ( I only saw e-bike that’s look like mine only)

An electric assist bicycle doesn’t need a license.
When I bought my bike, the salesperson said that the electric power must be engaged by the pedals (pedal assist), otherwise it’s not an ebike and requires a license and registration.

FYI you’re supposed to ride on the road, not on the sidewalk. You *may* get in trouble for not doing so.
If possible to remove the throttle, might be good to do that. And everything should be fine.
For speed limit itself isnt that big deal considering people are zooming using mamachari in sidewalk anyway.
The throttle makes it illegal, remove it and you’re good to go.
The law changed earlier this year, and came into effect from July.
For a throttled e-bike, no license is required if:
* Length is 190 cm or less
* Width is 60cm or less
* Electric motor has a rated output of 0.60 kilowatts or less
* It cannot reach speeds exceeding 20 kilometers per hour
* The maximum speed setting cannot be changed while in motion.
* It does not require clutch operation, such as an automatic transmission.
* Is equipped with a maximum speed indicator light (must come on at 20kph)
If it meets all these requirements, no license or helmet is required, but it cannot legally be ridden on footpaths, though it can be ridden on *bicycle* paths. It will STILL need to be registered and have a license plate, and you will need to carry motor vehicle insurance.
If it does not meet these requirements, it must be licensed and registered as a motorcycle, with proper turn signals, license plate, brake light, etc.
