I like to get creative during my down time and I recently found a cool jewelry-making book in one of my town’s local secondhand bookshops and I wanna get into it. Sapporo is the closest big city to me, so I’m wondering if anyone knows of any craft stores (similar to Canada’s/US’s Michael’s)?

Not in Sapporo, but seems pretty close: Arc Oasis Design Oasa. I also recommend 貴和製作所 online shop if you know what you want already.
Yuzawaya Marui Imai Store (https://www.yuzawaya.co.jp/shop/detail/309.html) . Just down the road from the clock tower. They have everything you might for non-precious metal jewelry.
I know you asked for Sapporo, but there are some craft and supplies shoes in Otaru. It’s not too far from Sapporo either.
Kanariya has everything. Especially the main store downtown. Fabric, beads, buttons, flowers, books, leather laces.
