Wouldn’t FM be more popular though?
Shortwave and AM frequencies are the best way to communicate (be it one way) with outlying islands if the shit hits the fan. The government maintains the radio networks in the event that other means of communication are non-reliable for whatever reason. They may be playing music but not many people are listening.
[Radio Nikkei 2](https://www.radionikkei.jp/timetable/) plays mostly pop music for 11 hours on weekdays. They are a shortwave staion but I suppose most of the listeners use their Internet radio service. There is also a jazz program on Radio Nikkei 1.
